It seems as though the arts council is at a crossroads. For many of us, the arts council became the arts council. It had to provide funding for whatever arts organizations were on the council, but as the council became more and more involved in arts management, we lost many of the arts council’s original members, who had little or no artistic judgment or interest in art.
